An explosion and fire occurred at Valero’s Port Arthur, Texas refinery on March 23–24, 2026, lead to a near week long shutdown and shelter‑in‑place order for nearby residents. This occurred during an already limited fuel import system due to the Strait of Hormuz.
Roughly 900+ pounds of volatile organic compounds (VOCs) from one emission point, were released into the air for almost a week. The amount falls 63% above its permitted limit, plus more than 6,000 pounds of carbon monoxide, around 4 times the allowed amount.
Health Impact
The predominantly Black community faces VOCs with very high injury with short‑term emissions. Symptoms can irritate eyes, throat, and lungs, especially in people with asthma, COPD, heart or lung disease, children, and older adults.

The Fuel Industry Impact
The explosion hit a diesel hydrotreater unit, forcing a temporary shutdown of the refinery, but Valero began restarting the 380,000‑barrel‑per‑day facility within about two days of the blast.
The Venezuela -based fuel company, produced an outage that removed a significant chunk of U.S. diesel refining capacity at a time when global prices were already elevated due to geopolitical tensions, pushing diesel and gasoline futures and wholesale prices higher in the short term.
