The Intel shares are held at the federal level, primarily through the Department of Commerce using CHIPS Act grant authority (intial investment $5.7 Billion), with a portion of the funding originating from the Department of Defense ($3.2 billion).

This deal comes with a 2026 gain of $36 Billion gain from its initial 2025 $8.9 Billion. This means the CHIPS Act uses corporate stock revenue to support funding gaps, typically fueled by tax payer dollars.
As of now this is not seen as a full takover of intel but a sort of “soft” federalization seen with many Trump backed deals. Based on Trump’s take, he feels US companies that use the US economy to back it’s funding needs should consist of shared oversight along with some kind of financial gain for the US as a whole.
