This was activated by a 1996 welfare reform law that caused denial and revocation of passports for anyone owing more than $2,500 in child support.
Now that Health and Human Services uses AI for data reviews, they proactively send the State Department a broader dataset of people owing over $2,500.
The law wasn’t enforced until for years, at least until a dead beat filed for a passport. But with the rise of PassportBro culture that openly boasted about sex tourism, that practice created dozens of children, that then produced millions in unpaid child support in other countries. And since 2012 there is still retroactive denial sex tourism is even a thing.
