Drug possession arrests, including cannabis, rose dramatically after 1979, going from fewer than 200 arrests per 100,000 people in 1979 to over 500 arrests per 100,000 people in the mid-2000s.

Prior to the 2014 and 2018 changes that legalized or permitted CBD products in most states, CBD sales were subject to the same drug laws as other cannabis compounds, making any sale or possession susceptible to criminal prosecution.
